Cold Start Too Rich

Engine: 5.7 TPI
Transmission: 700R4
Cold Start Too Rich
Working with 89 tpi on cold start it runs realy rich untill warm i have discovered that if i lift tb air boot up some and let more air in front of the maf it will idle fine i have adjusted fuel pressure changed min air and removed screen in maf and it still runs rich on cold start ,any other ideas would be great
