'89 TBI to TPI conversion?
What ECM part# will I need to complete my TBI to TPI conversion on my '89 Camaro?

Transmission: bolted to the engine
Depends on what set up you're going with. If you're doing a MAF set up you need the 7165 ECM. If you're going speed density you need the 7730 ECM. Go here http://www.chevythunder.com/ for some good info.

'88 and '89 TPI harnesses are the same?
Is the MAF TPI intake base different from Speed Density type?

No, the '88 has the cold start injector, but that's a small wire or two. I'm not sure of anything else.
