fuel problem

Car: 1977 camaro z28
Engine: 350
Transmission: 700r4
Axle/Gears: 3.42
fuel problem
My car is hard to start ,and I have to hold the pedal almost all the way to the floor to start.Checked the fuel pressure and it goes to 60 psi then right back down to 0psi.I pinched off the return line and watched the gauge and it did the same thing.Could it be a bad fuel regulator?Any help would appreciate
