minimum idle issues

well i was setting the idle speed and with the iac disconnected i couldnt adjust it to the 400rpms in drive like the directions stated it wouldnt get below 700rpms. With the iac hooked back up the idles surges from 500rpms to 700rpms what is wrong? one question about the procedure do i take the paper clip out with the ignition on or off? before i did this it never surged but idle at 1100rpms in park. I have cleaned the iac last month and adjusted the pintle to 1 1/8 any ideas on what i did wrong to make it idle like ****? also when the paper clip was in the a and b ports the fan came on is that normal?

...strange...I was just using the search function for this same exact problem. I can back the idle speed screw to a point where it doesn't even touch the throttle but it stays around 600-700.

Adjusting the idle is my next step with my 88 iroc. I noticed too that I couldn't adjust it back far enough and was informed that I may have to adjust my tps to compensate. I don't know if this helps. I too am interested in how to adjust it properly.

just curious did you guys disconnect the est when doing this i didnt and i thank that might be my problem also i took the jumper out with the ignition on so im gonna try it again with est disconnected and turn the ignition off when taking the jumper out.

I didn't...the tech article posted about a million times here didn't make any reference to doing so...neither did any of the manuals I've read.
I have read a few posts where people did this...but I didn't get the impression that it was a necessity.
