Throttle Body Hose Line problems

Car: 1987 Camaro, 1986 Trans AM
Engine: V6 2.8 multi-port and V8 5.0 FI
Transmission: 5-Speed and Automatic
Axle/Gears: no idea
Throttle Body Hose Line problems
For those who know your throttle bodies and vacuum lines. Does anyone know on the passenger side of the throttle body the top port has a thick hose about 4inches long connect to a hollow stick(vacuum line to something)
That stick or stem or whatever platic line it is is coming up from the lower part of the engine behind the alternator. Does anyone know what it is and where it goes.
I have a low vacuum to the point when i put my fingerof any hose line i cant feel anything before or after i rev up the engine at the throttle body. And i cleaned my plenum and have a throttle body with new IAC.
The EGR valve seems to get just enoguh vacuum to keep the check engine light from coming on but if something is clogged else where i want to know about it and fix it.
So my next place to look is where that plastic line goes to.

Besides knowing where they go, its best to know what they do 
If you ever have a problem you'll know what might be the cause.
The top one is for bringing clean air into the engine through the intake filter.
This air is then drawn out of the crankcase by the PCV valve in the opposite valve cover.
This port is in front of the throttle blades.
This keeps fresh air circulating, good air in and bad air is pulled out of the PCV by engine vacuum and gets reburned.
The lower hose is a connection behind the throttle blades and is a source of full time vacuum for the charcoal canister to "purge" fuel tank vapors and keep the enviornment cleaner. When the purge solenoid is energized, the vapors are pulled into the engine and burned.

anyone know if the plastic hard lines are still avaiable? mine are cracked to hell. id just assume keep all that smog gear, it doesn't hurt anything.
