sluggish on bottom rpm

i have a 89 305 tpi its an iroc but i have been having problems on the bottom end the response is off a little from 1000 -3000 it idles funny but when i take off as soon as i hit 3000rpms its like a new engine anybody know whats wrong

Look for a vacuum leak. Check TPS setting.
