Fuel Pressure Too Low?

hooked up on the fuel rail right by the regulator, my car KOEO is 19psi, KOER is about 36psi with the vacuum line attached to the regulator. KOER when you take the vacuum line off it goes up to about 45psi....

is this too low?

also, when given anything besides WOT the psi will actually drop down to maybe 32psi with the vacuum on the regulator... but at WOT it goes up a little over 40
