bogging and coolant fan problem

Engine: 305 T.P.I.
Transmission: Auto
bogging and coolant fan problem
Can anyone help?
Hopefully someone has a good idea of where to look about the issues I am having, thanks in advance.
I bought an 85 Trans Am about 2 months ago and I have been slowly but surely getting her back up to working condition. I have replaced several things that indicated that the previous owner just had no idea about actually maintaining a vehicle and I found that it had some overheating issues which took I care of by cleaning the crap out of the radiator fins.
Anyway, I have replaced the:
Starter- bad connection at the solenoid
Fuel Pump relay- hard to start, no pump priming
Fog Lamp Relay- totally rusted, along with corroded wiring
MAF (Grannatelli-adjustable)
Fuel Pump- w/filter and screen
Distributor Cap and Rotor- found installed 90 deg. off
Ignition Wires and Spark Plugs- #2 wire wasnt even on
New Ignition Module- OE was still in it
Idle Air Control Housing- cracked on the bottom w/ leaking coolant
IAC Motor- just in case
TPS- also just in case
Cooling Fan Relay-
Coolant Temp Sensor-
Cooling Fan Switch-
Coolant Temp Sensor for Guage-
I then adjusted the Timing and also the Idle Speed, which someone messed with because the cruise control cable was binding the throttle. So now I am having problems with it bogging down when I get it at WOT. At about 3/4 throttle it seems to have good power but if you get on it, it justs revvs up and slowly builds speed. I think I also see black smoke from the exhaust. I had problems also with it stalling and that seemed to go away. I did notice that I could hear the injectors stop pulsating and it would sputter and then idle up to about 1800 RPM. I think I may need a computer or the chip or both? The secondary issue now also is that the cooling Fan does not come on anymore (stayed on with engine running) even with A/C on or the ALDL grounded for code checking. I was trying to find out why the fan didnt come on with the A/C.
I see that there is 12v at the C9 dk grn wire at the computer connector but the fan isnt working. I can ground the green w/white stripe wire and it kicks on so the fan is good along with relay.
So is it a computer or chip issue?

theres a relay located between #5&7 cylinders replace this ,it should fix your problem can be purchased from jegs or summit racing hope this helps jimmy
