Powdercoated runners?

So im goin through the process now of figuring out what all the past owner did to my car. The runners i have are blue, which I'm guessing is not the stock color. Is it possible to get them powdercoated a color? What do you think is most likely this guy did? Regretting not asking more questions when I got the car.

Is it a semi transparent type of a color or is it a solid color? If its solid it is probably powder coated if it is transparent it is probably annodized.

It is possible that it is just spray paint. If so, just use paint stripper.

damn i sure as hell hope its not spraypaint, ill look into it tommorow. The colored runners add a little bit of personality but not the kind i want with a black car. They look thoooooper if you catch my drift =].
