Low End Torque Combo?

Low End Torque Combo?
I'm looking at doing a few "bolt-on" upgrades to my car (not wanting to tear it down for a rebuild just yet, but it's in the future ((Ideally a 383 or larger. Depends if I can save up for a Bill Mitchell Block))) and was wondering what parts I should get for low-end torque that would be good permanent purchases(IE, usable on said 383 or larger).
First I was looking at heads, and it seems that the AFR 195's are some of the best flowing heads available for a street car. They claim that they run best in 2000-6500 RPM range though, so that has me worried for the low-end. Also, can I get too good of a flowing head? Or is all that matters towards that is the valve size, and the fact that the better flowing heads always seem to have larger valves?
For an intake I'm prolly gonna go with the Accel Super Ram, as I hear it keeps the best low end torque out of the HSR and the miniram. It's also emissions legal, so that's a big plus.
No clue on what to get for a cam. I also realize that this is a purchase that I won't likely to be able to re-use after a rebuild, due to increased engine size. Was probably just gonna call comp and crane and get their recommendations once I get the rest sorted out.
Gonna go with hooker 2055's emissions legal headers, and if I don't have the scratch to do a nice true dual setup, probably get their catback as well.
I know that threads like this have been made (I mean, they have to) but using the search for the term "low end torque" shows no results, leading me to believe that the search function has only had a bandaid applied to it's huge problem of not so long ago. I browsed the first three or so pages of "torque" results, with nothing too die hard. Thank you for all of your help.
