idle issues

i have been trying to solve this problem for a month or two now. when i drive, the car drives great. no problems. feels like its got good power, shifts right. the problem is this. when i start the car, it feels like it does not want to go into high idle. its sometimes hard to start, and when it does finaly start after 2 or 3 seconds of turning over, its sluggish to get the rpms up to 1100 or high idle. second, when im comming to a stop, the idle drops down to 450 or 400, feels like its going to stall for a second, when jumps back up to 700 rpm. now these issues do not always happen. maybe 75% of the time. now i have a new IAC and TPS. IAC was last years investment and TPS was 4 months ago. what i was thinking is the fuel pump/ pressure regulator. maybe i have to adjust the TPS? i dont know how to do that or test it so if someone could help with any of this it would be great. the car runs, but it bothers me so i wana fix it.

There is a tech article on this website that deals with resetting the IAC and TPS to make sure they're in correct adjustment. Read that and see if it helps.
