Failed Emissions Test
HC (PPM ) - Limit = 88; actual = 97
CO (%) - Limit = 0.28; actual = 0.15
NOx (PPM) - Limit = 614; actual = 956
RPM = 1412
1988 350 TPI converted to '730 SD
The car sat for at least 30 minutes before the test was done, and the test took all of 15 minutes. I didn't really drive it that much before hand.
It has a brand new cat on it, less than 100 miles. As well as new plugs, cap, rotor, oil change, O2 sensor. New fuel pump and filter also.
SLP headers, without A.I.R. 160 degree thermostat.
I have the stuff for PROM burning, but my laptop died that I used before and the new one doesn't have a serial port, only USB so I can't datalog right now.
I can't remember what's been changed with the PROM at this point since the car was off the road for over a year.

Re: Failed Emissions Test
The AIR will help lower the HC but you're pretty close. The 160 stat isnt a good idea, but since the car wasnt up to temp it doesnt much matter.
I'd get a retest at operating temp. That should fix the HC in itself, and maybe getting the cat hot will lower your NOx enough to pass. If it doesnt, might need to change your timing a little.

Re: Failed Emissions Test
I'm planning on switching the thermostat this weekend, I'll have to change the fan on/off settings also. I can still burn PROMs on the desktop.. but it's not close enough to where I can plug it in.
I should be able to do some datalogging at a friends tomorrow.
