hmm a very general question.
on my car, it's made it WAY more powerful, 350 tpi. but i went from a crappy stock bin to a slightly modified ARAP, a great bin. let's just say traction became a concern from a chip change alone.
if it's way off then yea you'll make improvements, if it's not, you won't.

if your talking about mail order chips, little to nothing, & you may even loose some power.
but even with a dead stock motor, there are some gains to be had from tuning it yourself. generally there is some gain with proper tuning, but mainly you can get better over all driveability & an increase in fuel mileage, again, from tuning it yourself, not from mail order.
