IAC checking

Can someone tell me, how to check IAC valve? My cars gas mileage is bad and IAC valve does't work. I have cleaned IAC, it still don't work. I have replaced it with another (used) IAC, it still does not work. Can I check (with some tester, connecting 12V to IAC valve or stmh?), is the probrem in the IAC valve, in wiring or in ECM?

I measured the IAC valve cable voltage, it was -12V/+12V/-12V/+12V (in order of IAC valve pins). Is that OK? If I could get right voltage number, that IAC needs, can I connect this voltage to the IAC and check it that way. Am I right? Maybe you can help me, as I have seen, there is some experts.

Yes, I have read that. This is very good information, but there's nothing about checking IAC valve (does it work or not) That's way I am asking...
