NEED IDEAS ON 1992 L98 ENGINE REBUILD FOR MY B4C!!!!!

I am looking for at least 350HP but I do not know if it is better to go with a ZZ4 and add a larger TPI injection or just have a quality rebuild done with a nice set of aftermarket heads and cam. Any idea's will be appreciated. I am also looking to keep this emissions legal.

You could probably build your own engine and make as much if not more power than a ZZ4. You can find aftermarket TPI parts for sale on ebay for pretty cheap, or you can just go buy new ones. A set of Trick Flow heads can cost less than $1000, and you can get a ZZ4 or LT4 HOT Cam from GMPP for around $170 new at gmpartsdirect.com. The key is to be patient and take your time, you can built a powerful engine for not too much!

Do you think it will be emissions legal. Here in AZ, they use the IM240 test on rollers. I was hoping to be able to build one cheaper than a ZZ4 crate motor.
