Help 89 Iroc 5.7 failed emissions?

Help 89 Iroc 5.7 failed emissions?
I live in Illinois, Just had an emissions test done and I am told that my Hydrocarbons are too high. The guy at the test station said this means that there is unburned fuel in the exhaust. Last winter I replaced all the fule injectors with 23lb/hr Accel, ported and polished the plennum, added K&N air filters, Accel 300+ ignition, Accel 8.8 mm sparkplug wires and Bosch Platnum 4 plugs. I also removed the MAF screen, add a TPI air foil and made several adjustments to the TPS. The car has 91,000 miles on it, burn no oil and in my opinion has never run better since I have owned it. Have I done something to cause this? does anyoine have any odea whay could be the cause?

I forgot to mention. I also added an adjustable fule pressure regulator when I was doing the other mods. I adjusted it to the the setting that I looked up at the time although I can't remember what it was.
93 octane before you go, let it sit a good 30 mins before you get it tested...and uh, i live in IL too, and they are pita to pass...go all alcohol if you can make it...thats what im gonad o when its my turn for emissions = )

try backing the fuel pess off it might be effecting it. even though the hire fuel pressure is sappose to attamize and burn better if you raise it to far it may effect your emissions.

Thanks everyone. Sadly I have to take it to a state recommended garage and have them look at it so that I have proof that work was done.I then have the mechanic sign the test paper. I have a guy in town that does this and even takes the car back over for the re-test for you. I was just looking for some feedback so the garage doesn't rip me off. I think it might be the fuel pressure, it does seem a little lean when it fist starts. Thanks again, keep the feedback coming in.

Things you need to do to pass other then what is above
-turn down the FP
-let the motor get nice and HOT.. (210deg or above)
-fresh oil

I read that on the report and mis understood it. Thanks for the information. It says that they rarely give waivers. How do you plan to get a waiver?

I thought lower octane fuel produces less emissions? I thought your supposed to fill up with like 85 and back your timning down to like 0*, am I wrong?

When I failed....in illinios....it was a result of my gutted cat. All the paperwork they give you is just B.S. to get a record of which shops do a better job of getting cars to pass. They should have explained that to you. What I did was put on a walker hi-flow and went to the phone book and found a shop, got the address, and signed a nice messy sig. on the line. Not the most honest thing to do but it worked
