Well I switched the black boxes ont eh two cars, and no change at all. I'm guessing this isn't the ECM after all. On my 86 there is a slightly larger polished metal box to the left of it but the previous owner took it out of the 88. Is this the ECM with the black box being the prom or am I totally confused?

On my '89, the ECM is located under the dash on the passenger side.
Look up from the floorboard, you'll see two small screws or nuts (been awhile), undo them and the ECM will slide down.
It sould have 2 or 3 connectors on it (large connectors). Yes, the box is a shiny, galvanized color.
Once you have the ECM out, look on the top if one of the flat surfaces, and you'll see about a 1inch by 6 inch plate, held down by two screws. Remove the plate and you'll have access to the EPROM.
Be gentle taking it out, I've always used a small allen wrench to gently pry up on both sides, little here, little there to have it come out evenly without bending pins.
Once out, do not touch the pins with your fingers, etc, as static shock could damage it.

Oh I see what my problem is. The previous owner of my parts car took out the ECM before selling it to me. All I have under the hush cover of that car is a 3x5" black plastic box. Any idea what that is?

Ummmm there's a cruise box on some GM cars. In other GM stuff, it's sometimes above the throttle pedal, and is about the size of a pack of cigarettes.
