O2 confusion - 0v is lean, 1v rich?

Been trying to figure out why my 89GTA won't go in closed loop. O2 in datalog is at 444, no xcounts, open loop.

Hooked a good meter (digital fluke) up to the O2 at idle (with O2 connected to computer), engine hot. Reads under .1 and I thought that means lean so I'd richen it as a test by spraying starter fluid into the intake.

When I removed the filter housing and the O2 volts jumped to .7! (it's repeatable) Wouldn't letting more air in make it leaner? Does .7 indicate a lean condition - or is my sending reversed readings?

I am running ls1 injectors, vortec heads, scoggin-dickey intake, Edelbrock headers, new heated AC O2 (setup bought from tpi_parts), running ARAP PROM

FYI: It's been a while but I finally got it -
I cut the tan wire and attached it to the body and instantly saw the O2 swinging - thanks for the help
