Throttle Body Ported Vacumn Nipple?

Throttle Body Ported Vacumn Nipple?
On the bottom of the throttle body there is a brass nipple that has a rubber tee connected to it with one side going to the charcol cannister and the other side going to the EGR solenoid. Engine is a 1985 TPI/305 700r4. Should there be vacumn on this line at idle or under accelaration? I have no vacumn at all in either mode. Pulled throttle body and all passages were spotless. Hoses are new and clear. I am getting a Code 32(EGR) and I believe that I am not getting any vacumn to my EGR solenoid. The way these hoses are hooked up and routed is OEM from the factory,I know that as I have owned the car since new. Any ideas what could be wrong?
