1989 350 TPI

I have a stock 1989 350 TPI. I was wondering what would I have to to get around 400 hp from this engine? Bore, stroke, heads, cam, headers, bigger throttle body, also what would be the best drive train so that I could still drive on the street and hiway? All help will be greatly appreciated. Ported Vortec or an off the self GM Fast Burn head, LT4 Hot Cam and a Holley/Weiand Stealthram intake manifold setup is a proven 400 plus combo.

I would add a complete exhaust system to this setup. 1-3/4" headers and a cat-back system.
