Whats the best way to tune the idle?

Car: 1988 IROC-Z28
Engine: L98(383tpi) modified
Transmission: 700R4 rebuilt
Axle/Gears: 3:73 10bolt rebuilt
Whats the best way to tune the idle?
I have a fully modified tpi 383, what is the best way to tune the idle without a scanner that checks the iac. I've been told a couple of differnt ways, so what have you guys done to get the best bang for the buck.
