Crappy idle until the TPS is unplugged

Crappy idle until the TPS is unplugged
When idling, my car bounces around 500-1500 RPM, but when I unplug the TPS, it idles steady. I adjusted the TPS for the proper voltage, still the same. Installed a new TPS, and it still acted the same.
The car is an '82 Camaro with a fairly stock 350 TPI (headers, siamesed intake runners, stock internals) from an '89 FBody, Accel Gen. 6 computer but I can't get the ECU to communicate with the tuning program (Accel says I need a computer that runs DOS on Windows 95 or dumber, which I have, but program still won't read the ECU).
Any ideas?
