Trouble starting. What could it be?

Trouble starting. What could it be?

after my TBI to TPI swap I went to go start my car. she turns over and acts like its going to start, but then doesnt start unless i open the throttle a little, then it starts and runs. I had another throttle body so i took the TPS and IAC off the original throttle body but it on my other one, sprayed a little WD-40 in the IAC and put the throttle body on. It started and stayed running but the linkage is different on this throttle body and does not work with my throttle cable. I put the TPS and IAC on the original throttle body with WD-40 sprayed in the IAC and is started again. barely. its runnning rough not like it should. Is this a bad IAC. and should I replace it? also will the throttle body off a 95 Camaro Lt-1 350 work on an 89 TPI Plenum with the sensors?
