O2 sensor issues, phantom voltage?

Engine: 4.8 & 80mm, stock LS6
Transmission: T56, T56
Axle/Gears: 3.23, 3.73
O2 sensor issues, phantom voltage?
Hey all, I'm in the process of tuning my 383 TPI/T56 in my 91 Firebird. I am using the '730 ecm, DataMaster w/ $8D mask, and C.A.T.S. Tuner.
My issue is that my o2 Volts are stuck at 451mv. I have disconnected the o2 sensor, no change, back pinning the purple wire on the ECM, I get .3-.4v. Even as a last resort to isolate the circut, I clipped the wire to pull voltage off of it. Is my PCM smoked? I am usind a hypertech PROM that I burned a AXXD bin with AJUP VE and Main spark tables onto. Been searching on here for the past few hours with little luck. It is running damn good and will smoke the tires off in 2nd with 3.23's but I want to make sure it has a safe tune. THANKS
