siphon question and gas issues

ok so my 1988 iroc-z 305 camaro has been sitting for 10 years so im assuming the gas is bad and thats a reason it is not running right. can i siphon the gas out from where the gas cap is or is there a safety mech inside to prevent that? also it smells like raw fuel when i give it gas like it is not burning it. could this be timing? or bad injectors? the idle is shaky and it seems like it is not running on all cylinders. im doing a tune up tomorrow to hopefully free some problems but i would also like to get that bad gas out! any suggestions? Thanks!

IMHO, after 10 years, the way to do it correctly is drop the tank, have it boiled out, flush/blow out the lines and have the injectors professionally cleaned.
