Does my Air filter need replacing?

I'm in the process of trying to figure out why my gas mileage is ***, so I take a look at the filter...



Does it need replacing? or is it fine for now.

-I know the question is simple...thus, an easy response.

Replace both the air and fuel filter, they are CHEAP!
