SES light won't throw codes

Engine: 305
Transmission: 700R4
Axle/Gears: ?
SES light won't throw codes
I bought someones unfinished project... long story short it's an '88 Formula and the SES light comes on. When I try to read the codes, it doesn't blink. Won't even blink a 12 for me or anything. Definately in the right pins in the ALDL because I used the fancy plug in "code reader tool"
The car had a 305 to 350 swap done to it. Looks like I'm missing some sensors, etc. Also, where a 10A fuse should plug in for the cluster has no contacts and a fuse will just fall out if you push one in the slot. All the lights work in the dash, gauges work except temp. (missing sensor?) There are other symptoms, including running really rich, low/rough idle but these could be attributed to the uncalibrated AFPR and the probably 1000 massive vacuum leaks i'd bet are present. The grounds are as listed: Neg battery cable to block, batt cable pigtail to chassis (dr. side fender) and firewall strap to pass. head.
I just wanted to be able to pull some codes to get started troubleshooting, and now I'm troubleshooting that.
Any ideas?
