If it's the HVAC it would originate at the firewall.
If it's EGR it would go to the EGR Solenoid
If it's EGR it would go to the EGR Solenoid

Yeah, judging by the location of it in your pic, that's the vacuum line for the EGR solenoid. Since that's not hooked up, look on the bottom of your throttle body, driver's side, and make sure that vacuum port is plugged off. That's where that line is supposed to hook up at.

I'm with you, I think it EGR, whatever line is plugged in may be the wrong one, or he may be mistaking a plug for a hose. Wished he would have post a pic of TB bottom.
But, there's not much room under the TB, the hose connector in the picture looks too long to fit under there an elbow is what I would expect to see there.

I think this is what you have. From the EGR solenoid to the TB from the TB to the Purge Control valve http://www.google.com/url?source=img...3oDfR8TpVzXdjg

Re: where does this hose go? pic
Check the charcoal cannister at the driver's side headlight/battery tray area and make sure there is a line going from that to your "T" on the driver's side, under the throttle body. If not, then you're not venting/purging your gas tank vapors properly. If there is a line there, then you're probably not hooked up to your EGR valve.
Glad I don't have to worry about all that emissions crapola here in Wyoming
Not YET anyway.

If that diagram doesn't match what you have go to http:/www.chevythunder.com and find the one you need.

Re: where does this hose go? pic
looks like it should go to your charcoal canister my T/A has a small plastic tube inserted in the end of hose similar to that then it continues on with rubber hose to the canister.

pretty sure the EGR is still there. but theres not enough slack to get to the canister.

Where does the other side of the Tee go/come from?
Did you find a vacuum routing diagram that match what you have?
This is the diagram in AllData.com for my '88 5.7L TPI, and it's how I have mine connected.
This TSB explains why some camaros have the valve on the line going to the TB as in the first diagram I posted and others on the tank vapor line.
TSB 88-298-6E
Some 1988 Camaro models with V-8 engines (RPO L03, LB9 or L98) may exhibit a "whining/whistling" type noise coming from the rear of the vehicle. This condition is most apparent when the engine is shut down after extended city stop and go driving, or operation at high ambient temperatures.
To eliminate the possibility of this occurring, an interim production change to the evaporative emission control system (EECS) was implemented on January 29, 1988.
The VIN breakpoint for this change is noted below:
Camaro - JL145359
This change terminated usage of an in-tank pressure control valve which was part of the fuel tank sender assembly, and initiated usage of an underhood externally mounted tank pressure control valve.

Service fuel tank sender assemblies available from GMSPO are of the second design configuration without the in-tank pressure control valve feature. When replacement of a fuel tank sender assembly is required on vehicles assembled prior to the above indicated breakpoints, it will be necessary to install a fuel tank pressure control valve kit, P/N 10113082, in the existing hose assembly connecting the vapor carbon canister to the evaporative emission chassis pipe.
The instructions for this installation are included in the applicable fuel tank sender assembly service kits indicated below by engine RPO. That is what you see in this diagram

Re: where does this hose go? pic
^ That is your EGR vacuum solenoid, so the hose that's blocked in your original post should be getting intake vacuum. Likely blocked off for an EGR delete.

Ok, now we know it's the EGR solenoid. The shorter of 2 hoses goes to the EGR valve, the other goes to the bottom of the TB.
Your EGR is disabled because no vacuum is being supplied to the solenoid. Are you trying to put things back as they should be?

Re: where does this hose go? pic
It's for reducing NOx emissions which happens at high cylinder temperatures, it does this by recirculating a small amount of inert exhaust gas into the chamber which lowers the temperature enough to reduce NOx.
Some say they can pass emissions without it, others say no, I've tried and mine doesn't pass, but not all cars are the same so it's up to you if you want to delete it.
I have yet to hear about anyone having to pass a visual so I hear many have delete the EGR, and the Air Injection Reaction Pump.
If you decide to active it again do not use intake vacuum the EGR valve is designed to use TB ported vacuum which is vacuum created before the throttle blade not after it which requires part throttle rpm around 2000 at this rpm the intake vacuum is decreasing and wouldn't be strong enough to operate the EGR valve.
