rolling idle

Transmission: 700-R-4

rolling idle

so,heres my deal . my camaro idles wonky,it goes up and down, sometimes it will stall. upon restart it idles high then it settles down to 500-750 rpm then the process starts all over, im showing a code 44 lean condition too but my CEL is not on all the time.when i go for fuel theres a big whoosh ,isnt the charcoal can vent valve supposed to relieve tank pressure? if the diaphram in the top of the charcoal can is failed would that cause the vaccum leak (CODE 44) and the excess pressure in the tank? AND the idle problem??? any help here ? cause im stumped. my car;86 iroc tpi 305 bone stock

To me it sounds like you're on the right track already. Just look into it closer and do some vacuum testing.
