min idle adjustment confusion

Car: 91 G92 Z28
Engine: 305 TPI
Transmission: T5
Axle/Gears: 342
min idle adjustment confusion
I know this topic has been beaten to death, but can somebody clear this up. On the Tech section the procedure says
Jumper the ALDL
turn on ignition & wait 30 seconds
remove the IAC connector
start engine
adjust idle screw to min idle
turn off car
plug in IAC connector
start engine.
At what point do you remove the jumper on the ALDL? There is no mention of that.
Every time I see something written on this topic it varies a bit. Just trying to nail it down.
