min idle adjustment confusion

I know this topic has been beaten to death, but can somebody clear this up. On the Tech section the procedure says

Jumper the ALDL
turn on ignition & wait 30 seconds
remove the IAC connector
start engine
adjust idle screw to min idle
turn off car
plug in IAC connector
start engine.

At what point do you remove the jumper on the ALDL? There is no mention of that.

Every time I see something written on this topic it varies a bit. Just trying to nail it down.

ANYWHERE between actually removing the IAC connector and the final restart will work. Once you jumper the diag terminal and remove the IAC connector the ECM no longer has control of the IAC. I prefer to remove the jumper before starting the engine to set the idle speed as the timing is generally fixed at a value the ecm will never use when the engine is running without the jumper.
