Injectors not working-PLEASE HELP

Hi to all. Ive already posted this issue in the electrical section however Im hoping a different catagory my bring me some fresh new ideas. I have an 88 5.7 TPI (installed in a 40 coupe). EVERYTHING is brand new (sensors, switches ECM etc., etc.) I recently went to go start to make some room and I have a crank no start. Give it a shot of ether and will fire but only briefly. I have great fuel pressure, spark etc. I have injector pulse through the noid light but the injectors do not operate. All injectors have approx +/- 16 ohms. Followed pinpoints tests and all circuits etc. tested good. Replaced ECM (7165 w/orig prom) per pinpoint test and still same problem. Also threw another new ICM just in case. I have checked, double, tripple and quadruple checked all my wiring and connections. No problems. Ive done several TPI conversions and never had an issue. Im actually trying to put a manual together with step by step instructions, schematics etc. I know about VATS on these cars however I have never had any issues with any other one I did. I thought VATS would kill injector pulse all toghether ( I have noid light flash, no injector function). I dont have the key, lock cylinder or module for the VATS. Is this my problem? Please, Im at a loss now. Perhaps Im overthinking but Ive done EVERYTHING so any insight would help. Thanks to everyone for taking the time to read this. Here is everything thats been done when swap was done or chasing this:

ECM, ICM, TPS, IAC, ALL OIL/TEMP SENSORS/SWITCHES, FUEL PUMP W/FILTER.
ALL WIRING/CONNECTIONS/CONTINUITY CHECKED AND GOOD INCLUDING POWERS/GROUNDS.
HAS GREAT SPARK, FUEL PRESSURE/VOLUME AND NOID LIGHT FLASHES.

Plugged fuel rail? I've heard of that especially on one that's been sitting a while.

That was my original thought too. I pulled the rail and it seemed ok but I drained and cleaned anyway. I also flow tested the injectors and cleaned them as well. The injectors just dont work. No click or anything but the noid light flashes! I have never been so stumped in my career!!! Any other ideas would be tremendously appreciated. Thanks again everyone!

Did you check both banks regarding the noid light. There are 2 injector fuses (1 per bank), maybe you lost one and 1/2 the injectors are not enough to run on...
