Is this normal?

I've been fighting with my car dieing for a while now and after replacing the fuel pump and sending unit I finally got it running. I've rode the water out of it the last 3 days and its done perfect. After driving it today I got out and popped the hood just to have something to do and I noticed a air moving/gurgling sound coming from around the charcoal canister. I took the check valve off from the line going back from the tank and found a small amount of gas inside the line. Is this normal? I've got a good amount of pressure in the tank and the car is fairly low of fuel. Maybe 1/4 tank.
