Engine Running rich, Idle is low

I have an Iroc 89 Camaro with a 305 V8 TPI engine. It has rich exhaust and is giving me terrible gas mileage, like 10 to 13 mpg. I have replace the Ox sensor, throttle Position sensor, idle sensor, spark timing module, knock sensor, and the maf is only a year old. in the last week I have also changed the spark plugs, wires, and cap and since doing so the engine will want to die anytime I stop or coast through a turn, coming from a stop. If I keep my foot on the accelerator when I'm at a stop or coasting, the RPMs stay high enough to keep the engine running. I'm out of ideas on what to do. Also the spark plugs were black with soot. any ideas? could it be the fuel injectors?

debris that gets stuck in the tip of the injector partially occludes the flow causing the injector to leak. Run the engine then pull the plugs, if you have any wet cylinders then you have leaky injectors.
While you are at it you might want to check the resistance as well...both cold and warm. If any of them read 12ohm or below then your injectors need to be replaced.

Possibly a bad CTS, you should also ohm your injectors like other user's have stated.
