I do not know all the rules. It might be to protect you from getting scammed by someone saying they can tune your car over the net, Saving your engine from a bad lean tune or to much sa, distributing gm binary files and hounding for knowledge when it is in the stickies.

The reason is in the title of the forum DIY-PROM forum. "DIY" stands for "Do It Yourself." It is a forum for people that want to tune their own cars can join and discuss all different aspects of modifying the bn files found within the PROM itself. Getting someone else to do it for you defeats the purpose of the forum.
Looking for someone to do it for you is better suited to the DFI and ECM forum, among others more specific to the ECM/Engine combo you are using.
