Crank, spark, seems to have fuel won't start

Ok 1985 Camaro Z28 305 TPI was running really rough would need starting fluid to get it going and had a MAF code which diagnosed to a bad ECM. Got a reman ECM and car tried to start but won't. Has a spark, has fuel to the rail until you crank then pressure seems to die. I don't have my guage with me just doing a check by pushing the shrader valve with a screwdriver. Doesn't even start if starting fluid is sprayed into the intake.

Looking for some possible ideas as to where to start. Or maybe someone has ran into a similar issue. ALLDATA really led me nowhere on this one. I need to make sure the car runs because I am swapping engine, trans, exhaust, interior, and some body parts and I am not going to do all of that work until I can figure out what is going on.

Did you swap over the prom ? You should use a fuel pressure gauge to check the fuel pressure and a noid light to check injector pulse.

Yes swapped proms, and the car would run before albeit rough and it needed a shot of starting fluid to get it to run. Following a diagnostic tree of code 33 led to bad ecm. And the only thing that I have changed since is the ecm so I believe I got a bad one. Got it from Pep Boys reman for $50 but I know the manager well it was orginally $80.
