Roughness on start up normal?

Roughness on start up normal?
86 ta 305 with tpi.
Anytime I start it up cold(without driving for a day or more) it starts up just fine but the idle goes down really low and rough for a couple seconds and jumps back up.
I do have a new Iac. All new ignition system. All new cooling system. And new battery. Only related parts I could think of. Is that normal? Can post a video later of it. I appreciate the help!

Could be egr related, I have an 86 305tpi t/a and my car has a surging idle due to the temp switch. Got any codes?
