ECM not reconizing correct TPS voltage

Replaced the TPS sensor on a 88 camaro with a 350 tpi. I set the voltage to .57 and goes gradually to 4.16. The car is definitely sluggish and has no throttle response. I then hooked up TTS datamaster and it showed .57 volts closed throttle but when I took it for a drive and floored it, was only showing 1.57 volts max. Any thoughts or suggestion? Is there any grounds that I could maybe try and clean up. Or is the wiring shot?

I went through this a few years ago. My volt meter would show .540 volts and 4+ volts at max. But the computer was reading something like 1.5 volts at idle all the way to max. The car ran terrible.

I wound up buying a new box that the computer chip sits in. Problem solved.

Grounds are on rear of passenger side valve cover.

The TPS is a common ground between itself and the coolant temp sensor iirc.
Check for shorts in the blue and grey wires as well. One is the refernce 5V wire and one is the actual reading.
