Forgot to put this back during fuel pump change, will it cause problems?

This is a 91 TPI 5spd GTA

Noticed this after I was finished with the fuel pump change out. This little white colored disc was between the strainer and the bottom of fuel pump. Not quite sure what its purpose was. I didn't want to have to take the fuel pump out again so I went on.

The car surges/bucks when driving it. It does it in spells but does it pretty much every time I run thru the gears. Along with the fuel pump I changed the fuel filter. I also checked the injectors and they all ohm out at 17.

What I fear is that I am going to have pull the fuel tank and get it cleaned out. I am betting that it has trash in it. I got to this point because someone ran my car out of gas and burned the pump out. My convertible had the same issue and I changed the fuel pump, fuel filter, fuel pressure regulator, and it didn't fix my problem. Once I had my tank cleaned it has run smoothly ever since.

Before I pull the tank to get it cleaned I want to know if there is anything else I can check.
