Engine: 350 TPI L98
Transmission: WC T5
Axle/Gears: 3.42
Warm engine, high idle, restart, it's just fine.

High idle, restart, it's just fine. Nothing else changed.

If it is running high, it will not come down to the correct idle with any coercion. Pedal, driving, gear, nothing. A simple, quick restart fixes it.

Seems that ECU initializes with it in this weird range. I'm thinking dirty connections? Is this a clear symptom of a particular fix?

Sounds like a bad ecm. Iirc I've seen this in a old post.
