Cleaning the TPI Throttle

Take off the rubber bellows, spray throttle body cleaner (as opposed to carb cleaner) in the throttle body and clean it up, then stick the bellows back on and fire the car up. It might run a little funny until the cleaner is gone.
If youre really adventurous you can do it with the engine running, but be careful and dont let anything get sucked down the intake tract. It will take quite a bit in, like those silly red plastic things you put on the spray nozzle.

If it hasn't been cleaned on a regular basis since it was new then the only real way to clean it is to remove both the plenum and runners from the car and scrub scrub scrub. I recently ported my plenum and figured since I had everything off it would be a good time to clean everything up...It took two bottle of engine degreaser, a bottle of TB cleaner and several wire brushes to get all the gunk out....And I have for the last three years been spraying the TB cleaner in it at least a couple times a summer.
But if you are not up for the task, buy a bottle of TB cleaner. With the car off and the rubber bellow removed, open up the TB butterflys and spray a whole bunch of stuff in there...trying to spray it all over the insides. Use about half the can. Then with an old toothbrush and the butterflys open, scrub the inside of the opening as far in as you can go without losing the toothbrush (of course). Then spray the rest of the can into it. This won't clean out everything, but it's about the best you can do while it's still on the car. Now when you start it up, as mad max mentioned, it's gonna run a little rough at first and will probably throw a code or two. This is too be expected. Just let the car run for a bit to get the crap out of it. Then shut the car down and reset the computer to clear the codes. This can be done but unplugging the ECM fuse or by taking off the negative battery cable for about 60 secs.
