no downshift into 1st?????

no downshift into 1st?????
I have an 85 700-R4 in my camaro. It is not hooked up to a computer since I have converted it to a holley. Now my question is that no matter what length I make the TV cable I can not get it to downshift into 1st gear if I am doing even 10 MPH. Just wondering what could cause this. I made the cable very short so that at part throttle it would shift at 3000RPMS and it STILL would not downshift into first at low speeds. From a stop it will go into first. But i can't get it to go from 3rd to 1st or 2nd to 1st at low speeds?
