Gear ration choice

How do you determine what gears will work best in your car? What factors need to be considered? Weight of the car, intended use, intended RPM range? Transmission? what else should be considered?

Tire size, Transmission, stall converter(if auto), engine modifications (camshaft..so on), intended RPM range/use and what you expect to do with the cars.
