700R4 won't upshift HELP

86 IROC 305 TPI to 350 Carb 700R4

We just finished the 350 swap about a month ago and got back to working on it yesterday. The tranny will not upshift unless you put it in nuetral then back in OD. It skips 2nd also and goes right into 3rd. When you downshift it manually all the gears are there. I've never driven this car before the swap but the guy I bought it from said the problem existed when he had it. We put a shift kit in it and checked the check ***** and they were in the right place. Could the governor be bad or dirty? Also does anybody know where I could find a shop manual for the 700R4? Thanks

I forgot to mention that it's not the T.V. cable b/c we disconnected that completely and it acted exactly the same.

Then it is the TV cable. The 700r4/200c transmissions and other will not shift correclty with the TV cable out of whack or disconnected. I would set the TV cable correctly then try, if it still acts up then I would check the TV pressure assembly inside the transmission to make sure its correctly installed.
Some transmissions have an extra larger check ball in the top corner of the TV pressure feed, it may have been forgoten or replaced with the wrong size check ball or someone thought it needed it and put one in.

Mine had the larger check ball in the top but when we took it apart it was in the wrong spot. We installed a shift kit and put the ***** in place per the kit's instructions. How tight should the cable be when adjusted properly?

To set the TV cable have someone hold thier foot of the gas wide open, then push the TV adjustment tab in and slide the cable as far back toward the firewall as possible. Its near impossible to set it too tight because if the tab is working correctly it will ratchet itself out. Now if your cable is too tight it can cause late hard shifts. The only way the cable can be too tight is a screwed up bracket. I do remember reading on this board that a TPI Tv cable/linkage wont work with a carb. Ive never touched a TPI engine so I cant say for sure.
