Does the governor control all shift points?

My 1-2 shift is just right. It hits 2nd around 5000 rpm. BUT 3rd engages too early ~4300 rpm, and it bogs down.

If I shave more metal off the weights won't that upset my perfect 1-2 shift? Or is there something else inside the governor that operates 2-3 shifts?

Yes. You can try staggering the Gov springs (light and heavy) and see what happens. Otherwise you will have to go right to the 2-3 shift spring. I put the roll pin in from the bottom so that I can make changes W/O dropping the VB.

I have the trans-go shift kit that had a new 2-3 shift valve and spring I believe.

When you say "the right" spring, I'm guessing that this is all dependant on my setup? What would I need to know to get the right spring?

Yes it is all a matter of what works with your combo. The SK tries to give the best "overall" setup for cars of all types around the world. You can get the full TransGo Shift Kit as it has a selection of Governor Springs and Shift Springs. When I did the Tranny in my old '88 I just used the Junior SK that does not change shift timing, but then I "played" around with slightly heavier 2-3 springs that I had leftover until I got just the right timing. That was the only shift that I felt needed a change. It is worth the time and effort to get the car to automatically shift right in tune with the powerband.

The 2-3 spring you are talking about is in the valve? Or do you mean one of the governor springs?

In the valve, what would a heavier spring do?

It's in the valve body. If I remember correctly It's the one at the very end on the drivers side front. It does have 3 small slots on large one and a small one behind it.
"I I I {} I" <-- kinda looks like this.

A heavy spring will allow your 2/3 shift to be later.
