4th w/o lockup vs. 3rd w/ lockup

What do you guys think is better for city fuel economy and less wear/tear, driving in 4th gear without the torque converter locked or 3rd gear with the torque converter locked up? Lets say the city speeds are between 30-40mph.

Small difference. But, I would say 3rd gear locked. Slipping torque converter wastes energy.

When are in 3rd gear itself, the whole gear is going in the same direction, therefore it has the least amount of wear. So 3rd locked up, will be best.
