91 rs 5speed tranny is slipping in 4 & 5

I just purchased this 91 Camaro RS and I just noticed that when I am in 5 th gear going up a hill. I try giving more gas to go faster the rpms start to rise but the Car isn't going any faster. It has done it in 4 th gear also. I smelled something burning(smelled like brakes bruning) the last time it did it. Also the clutch don't start to grab until it is about an inch or two from the end of the pedal.
? Is clutch bad or can it be adjusted ?
Thanks
