What is this part called

I am having a problem with my drivetrain going into a bind when torque hits the rear end ... I believe this problem is due to what I refered to as the torque arm ... long beam running from rear end to front of car and is enclosed by a retangular brace that moves up and down with the torque of the car to help smooth out the ride ... well the rubber seal that fits inside of this brace is gone in the front and I can't seem to get 1 because I am not exactly sure what the part is called and no one seems to know what I am talking about.
