TV Bushing WOT Plug(s) Location

TV Bushing WOT Plug(s) Location

I have searched for this but was unable to fing the answer.
I am wanting the WOT in 4th with my 4l60 (700r4) 1990 model
I understand that there are 2 holes that must be blocked off.
I have the sleeve in front of me and the sleeve standing vertical.
The end that goes into the valve body is pointing up.
There are 2 sets of holes with 2 holes in each set.
Do I plug the top set of holes or the set below them
I have attached a image for reference.
Is it?
