down shifting

Car: 1984 z28 ho
Engine: L69
Transmission: 700-r4
down shifting
i have a completly stock 1984 z28 ho. my problem is the tranny doesnt want to down shift from 4th to 3rd unless i come almost to a complete stop (when in od). it shifts fine under any other condition. need help!
