Transmission takes a while to shift 1-2

Car: 1989 Firebird Formula
Engine: Chevy TPI 350
Transmission: A/T 700 R4
Transmission takes a while to shift 1-2

Could this have something to do with the modulator. (700R4). After it goes through this, it will shift well through other gears.

Engine: LC2
Transmission: Worn-out 200R4
Axle/Gears: BW 9-bolt, 3.27's
To be more specific, does it takes a long time to complete the shift, or it just doesn't want to shift at all for a time? I had the latter on a piece of junk Grand Prix once(4T60, I think). It would NOT shift into second when cold. I had to let the car idle for about two minutes and then I could go drive it. I never did find out why, though...

It takes a long time to complete the shift, but after that everything is fine until the car slows back to those gears.
